Mr. Johnson graduated from the University of Illinois in Champaign-Urbana earning his bachelor’s degree in Political Science in 1975 and his law degree in 1978. He subsequently attended the University of Denver earning an L.L.M. in Taxation in 1980.

Mr. Johnson participated as a lecturer and a panelist on radio programs involving income tax matters.

Mr. Johnson served as a Special Attorney General from 1983 to 1999 for land acquisition matters involving the Illinois Departments of Transportation and Conservation.
